And it's an illusion cause by the way your brain depicts the ways your eyes see the circles. The brain doesn't scan the entire image, rather it uses 'shortcuts', the way a computer uses RAM in some games or videos, therefor instead of seeing the picture for what it really is the brain suspects it is moving.
